Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new 28-point plan for achieving ceasefire appeared – briefly – to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of contrasting events captured the harsh reality of the current period. By day, diplomatic battles are waged: positive announcements are issued from different nations. Immense energy is expended on containing specific proposals. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the main instrument for achieving "peace".
Nocturnal Warfare
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor rocket firings from enemy soil, a ability provided through current data. From witness perspectives, military aircraft that had been scrambled to intercept incoming cruise missiles roared overhead – modern combat jets delivered to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons thundered: defensive missiles fired to intercept a incoming threat. This was a sophisticated defense system at work, most likely delivered by allied countries. Every launch jolts you unexpectedly, rattling buildings. The moment of terror quickly becomes grim resignation: possibly the approaching threat won't cause damage this time, sparing the city from ruin and another blackout.
Continuous Dangers
Soon after, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a defensive team – most likely imported technology. Regrettably, the shots failed to hit the opposing UAV – it maintained course toward its destination.
Intermittently, this continued until dawn. Kyiv faced the morning news: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – living the war. But those full day illustrated Ukraine's critical military reliance on external assistance – a need that European nations are evidently unprepared to substitute in the near term.
Ineffective Peace Efforts
The comprehensive proposal from US administration sparked intense emotion, controversy and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new proposal from US leadership adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually secure success. This cycle will, undoubtedly, endure.
Tactical Assessments
It is easy to blame certain parties of persistently promoting Moscow's conditions. But that does not seem to be the whole story. American leadership functions according to a premise well known to experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The American government presumes that it is impossible to compel Moscow to surrender the territory that it already controls in Ukraine's occupied territories.
The problem is that while acknowledging this situation, Washington does nothing to discourage Russia, through diplomacy or military means, from assuming that the situation will not evolve additionally in its favour in the near future.
Opposing Positions
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their motivation to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, slowly losing people and territory but avoiding a total frontline collapse until conditions improve in its favour.
Current Realities
Realistically, there are no actual prerequisites for a truce. Now, subjective factors are becoming relevant: leadership ambitions to negotiate peace and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any plan Kyiv finds unsuitable, so that their attention does not move to internal issues. And although their mission will now be significantly challenging after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are guiding negotiations.
Assessment and Future
It took a only one week to eliminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, latest revelations, all served their function.
While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to alter the situation, if they stand together and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, largely rely on continued Western support.
